The World Health Organisation (WHO) advises that as far as drug-related problems are concerned, the goal of prevention is to ensure abstention. When people abstain from using drugs they are not at risk of harming themselves or others. The use of programmes as a preventative measure is to ensure that all cross sections of society are exposed to information relating to drug use and abuse and are presented with healthy life choices. |
